LCMS stands for Learning Content Management System.
It was the system used by the NETC to store training and provides a limited Interactive Multimedia Instruction (IMI) development tool and library of media files.
Currently NETC does not have an LCMS. Between 2003 and 2012, NETC contracted the services of Outstart Evolution 2006 (Navy Build) but this was retired and all course content being converted to SCORM 2004 in the being of 2012.
In FY13-14, NETC has transition to Atlas Pro II (to replace the Current Learning Management System (LMS)). At that time NETC will have some limited LCMS capabilities that are currently being defined to support content development, online test and as a repository for various media.
In FY14, NETC signed a Memoradum of Agreement with the Navy Post-Gradute School (NPS) for use of SAKAI. SAKAI has some LCMS / LMS capabilities to manage students, content, grades and different instructional delivery methods. In the near future, SAKAI will be SCORM enabled to allow it to better interface with the Navy E-Learning or SeaWarrior programs.
As technology and integration of training / learning management systems continue. It is much more likely that NETC will continue to integrate existing technology together to provide these capabilites.

• Student Management / Resource Management = CETARS
• Training Development / Training Requirements / Training Repository = Content Planning Module (CPM) and AIM Learning Object (LO) Module
• Online Learning = Atlas Pro LMS
• Testing / Surveys and Evaluation Tools = Learning Assesment System (LAS) and CETARS CMS Module
• Distance Learning / Classroom Support Tool = SAKAI
• Training Management / Curriculum Control Documents = NETPDTC MASHUP tool (TPPs, HPRR Chits, FEA/BCA, etc..)
• Navy Training System Plans (NTSP) = not NETC controlled (various)
